BOOK OVERVIEWS: This book identifies and explains the functional and ideational boundaries regarding what states and Private Military and Security Companies (PMSCs) both do and possess regarding land power, sea power, and air power. Whereas the mercenaries, privateers, and chartered companies of years past held similar characteristics to state military forces, the PMSCs of today are dissimilar for two reasons: a conventional forces norm amongst states and a state proclivity towards the offensive. These factors reveal both the limitations of and the possibilities for contemporary security privatization. This volume is ideal for civilian and military practitioners and students wishing to develop a detailed understanding of what the private military and security industry has to offer and why it is structured the way it is.

BOOK OVERVIEWS: From their limited use in China during World War II, for example, to their often clandestine use in Vietnam ferrying supplies before the war escalated in 1964 and 1965 when their role became more prominent-and public-private military contractors (PMCs) have played made essential contributions to the success and failures of the military and United States. Today, with an emphasis on force restructuring mandated by the Pentagon, the role of PMCs, and their impact on policy-making decisions is at an all time peak. This work analyzes that impact, focusing specifically on PMCs in Iraq since the fall of Saddam Hussein in 2003. Isenberg dissects their responsibilities, the friction that exists between contractors and military commanders, problems of protocol and accountability, as well as the problems of regulation and control that PMC companies create for domestic politics. Isenberg organizes his work thematically, addressing all facets of PMCs in the current conflict from identifying who the most influential companies are and how they got to that point, to the issues that the government, military, and contractors themselves face when they take the field. He also analyzes the problem of command, control, and accountability. It is no secret that PMCs have been the source of consternation and grief to American military commanders in the field. As they work to establish more routine protocols in the field, however, questions are also being raised about the role of the contractors here at home. The domestic political arena is perhaps the most crucial battleground on which the contractors must have success. After all, they make their corporate living off of taxpayer dollars, and as such, calls for regulation have resonated throughout Washington, D.C., growing louder as the profile of PMCs increases during the current conflict.

BOOK OVERVIEWS: The past two decades has witnessed unprecedented changes in the corporate governance landscape in Europe, the US and Asia. Across many countries, activist investors have pursued engagements with management of target companies. More recently, the role of the hostile activist shareholder has been taken up by a set of hedge funds. Hedge fund activism is characterized by mergers and corporate restructuring, replacement of management and board members, proxy voting, and lobbying of management. These investors target and research companies, take large positions in `their stock, criticize their business plans and governance practices, and confront their managers, demanding action enhancing shareholder value. This book analyses the impact of activists on the companies that they invest, the effects on shareholders and on activists funds themselves. Chapters examine such topic as investors' strategic approaches, the financial returns they produce, and the regulatory frameworks within which they operate. The chapters also provide historical context, both of activist investment and institutional shareholder passivity. The volume facilitates a comparison between the US and the EU, juxtaposing not only regulatory patterns but investment styles.

BOOK OVERVIEWS: Tens of millions of Americans are between the ages of 18 and 30. These Americans, known as millennials, are, or soon will be, entering the workforce. For them, achieving success will be more difficult than it was for young people in the past. This is not because they are less intelligent, they have worked less hard, or they are any less deserving of the American dream. It is because Washington made decisions that render their lives more difficult than those of their parents or grandparents. Their younger siblings and their children will be even worse off, all because Washington has refused to fix the problem. This book describes the personal stories of several members of this disinherited generation. Their experiences are not unique. It is impossible to hear these stories and not understand that holding back a nation’s young is the antithesis of fairness and no way to make economic or social progress. Their stories are an indictment of America’s treatment of its young. A nation that prides itself on its future has mortgaged it. A nation that historically took pride in its youth culture has become a nation that steals from its young. People who should have fulfilling, productive lives are sidelined, unemployed, or underemployed. Meanwhile, America expects millennials and others of the disinherited generation to pay higher taxes for government programs that benefit middle-aged and older Americans, many of whom have better jobs and more assets. It is time someone told the full story of the crisis facing America’s young. The future of America can be saved, but only if our government’s betrayal comes to an end. It is a war without victors, only victims. The birthright of the America’s young must be restored, and the time to do so is now. This book explains how.

BOOK OVERVIEWS: This timely book provides the first systematic analysis of global public procurement regulation and policy during and beyond the COVID-19 pandemic. Through both thematic chapters and national case studies, this book: - explores the adequacy of traditional legal frameworks for emergency procurement; - examines how governments and international organisations have responded specifically to the pandemic; and - considers how the experience of the pandemic and the political impetus for reform might be leveraged to improve public procurement more broadly. Public procurement has been critical in delivering vital frontline public services both in the health sector and elsewhere, with procurement of ventilators, protective equipment and new hospitals all hitting the headlines. At the same time, procurers have faced the challenge of adjusting existing contracts to a new reality where, for example, some contracted services can no longer operate. Further, efficient and effective procurement will be an essential, and not a luxury, in the economic recovery. With case studies on Italy, the UK, the USA, India, Singapore, Africa, Latin America and China, the book brings together the world's leading academics and practitioners from across Europe, the Americas, Asia and Africa to examine these issues, providing an essential resource for policy makers, legislators, international organisations and academics.

BOOK OVERVIEWS: The aim of this book is to consider theoretically the notion of the global competitiveness of regions, as well as giving attention as to how such competitiveness may be empirically measured. With this in mind, the book has three specific objectives: first, to place the concept of regional competitiveness within the context of regional economic development theory; second, to present a rationale and method for quantifying the global competitiveness of regions; and, third, to undertake the most geographically widespread analysis of regional competitiveness differences across the globe. With regard to the third goal, the analysis incorporates more than 500 regions across Europe, North and South America, Asia-Pacific, the Middle East, and the so-called BRIC economies of Brazil, Russia, India, and China. The importance of the concept of competitiveness has increased rapidly in recent years, with the issues surrounding it becoming, at the same time, more empirically refined and theoretically complex. The focus on regions reflects the growing consensus that they are the primary spatial units that compete to attract investment, and it is at the regional level that knowledge is circulated and transferred, resulting in agglomerations, or clusters, of industrial and service sector enterprises. This growing acknowledgement of the region’s role as a key spatial unit of organisation has led to attention turning to competitiveness at a more regional level. The book explores the results of the World Competitiveness Index of Regions (WCIR), covering the rankings and results of the 2014 edition. The WCIR provides a tool for analysing the development of a range of regional economies across the globe. It enables an illustration of the changing patterns of regional competitiveness on the international stage to be generated. In fundamental terms, the WCIR aims to produce an integrated and overall benchmark of the knowledge capacity, capability, and sustainability of each region, and the extent to which this knowledge is translated into economic value and transferred into the wealth of the citizens of each region.

BOOK OVERVIEWS: Challenges faced by pension funds today include steady increases in life expectancy, frequent changes in the accounting rules, low interest rates and poor equity market returns. It is possible to tackle the difficulties encountered by pension funds not only by raising contributions and/or reducing benefits, but also by improving the way in which pension funds invest. In spite of some changes in the past few years, Brazilian pension funds investment management remains subject to strict constraints. The findings of this study, carried out in 2007, suggest that, even though the results of conducted tests deny, to some extent, the need for further adjustments in investment regulations, concluding this way would not be accurate. There are, in fact, strong reasons to believe that the high interest rates environment experienced over the last years contaminated these results. Furthermore, with a clear downward trend in interest rates, it is possible to imply that, if nothing is done, pension funds will lack flexibility when they need it the most.

BOOK OVERVIEWS: The study provides an overview of the role of digital innovation hubs and snapshot of the status of digitalisation in Europe. It comes in a very timely moment. The current COVID-19 crisis has highlighted even more the importance of digitalisation. Small and medium-sized enterprises (SMEs) are at the centre of the economic crisis brought on by the COVID-19 pandemic and containment measures, more now than during the 2008 financial crisis. This has clearly shown the importance and the need to accelerate the digital transformation to make businesses more resilient and agile. The study reviews access-to-finance conditions for the digitalisation of SMEs and the role of digital innovation hubs as key enablers in the wider ecosystem. It highlights how the propensity to digitalisation and digital maturity of SMEs is not only affected by financial factors (access to finance) but also by non-financial factors (knowledge and ambition to digitalise). In particular, the study shows the crucial role of digital innovation hubs and the wider eco-system in supporting the digitalisation of SMEs. Many digital innovation hubs have taken rapid actions to respond to the COVID-19 crisis and better help SMEs in the current circumstances. The study was carried out by InnovFin Advisory in collaboration with the European Investment Advisory Hub, with the support of Gartner.

BOOK OVERVIEWS: Small jurisdictions have become significant players in cross-border corporate and financial services. Their nature, legal status, and market roles, however, remain under-theorized. Lacking a sufficiently nuanced framework to describe their functions in cross-border finance - and the peculiar strengths of those achieving global dominance in the marketplace - it remains impossible to evaluate their impacts in a comprehensive manner. This book advances a new conceptual framework to refine the analysis and direct it toward more productive inquiries. Bruner canvasses extant theoretical frameworks used to describe and evaluate the roles of small jurisdictions in cross-border finance. He then proposes a new concept that better captures the characteristics, competitive strategies, and market roles of those achieving global dominance in the marketplace - the "market-dominant small jurisdiction" (MDSJ). Bruner identifies the central features giving rise to such jurisdictions' competitive strengths - some reflect historical, cultural, and geographic circumstances, while others reflect development strategies pursued in light of those circumstances. Through this lens, he evaluates a range of small jurisdictions that have achieved global dominance in specialized areas of cross-border finance, including Bermuda, Dubai, Singapore, Hong Kong, Switzerland, and Delaware. Bruner further tests the MDSJ concept's explanatory power through a broader comparative analysis, and he concludes that the MDSJs' significance will likely continue to grow - as will the need for a more effective means of theorizing their roles in cross-border finance and the global dynamics generated by their ascendance.

BOOK OVERVIEWS: On 18th April 2017, Theresa May stunned Britain by announcing a snap election. With poll leads of more than 20 points over Jeremy Corbyn’s divided Labour Party, the first Tory landslide since Margaret Thatcher’s day seemed certain. Seven weeks later, Tory dreams had turned to dust. Instead of the 100-seat victory she’d been hoping for, May had lost her majority, leaving Parliament hung and her premiership hanging by a thread. Labour MPs, meanwhile, could scarcely believe their luck. Far from delivering the wipe-out that most predicted, Corbyn’s popular, anti-austerity agenda won the party 30 seats, cementing his position as leader and denying May the right to govern alone. This timely and indispensable book gets to the bottom of why the Tories failed, and how Corbyn’s Labour overcame impossible odds to emerge closer to power than at any election since the era of Tony Blair. Who was to blame for the Tories’ mistakes? How could so many politicians and pollsters fail to see what was coming? And what was the secret of Corbyn’s apparently unstoppable rise? Through new interviews and candid private accounts from key players, political journalists Tim Ross and Tom McTague set out to answer these questions and more, piecing together the inside story of this most dramatic and important of elections.

BOOK OVERVIEWS: "Symposium: The Gideon Effect: Rights, Justice, and Lawyers Fifty Years After Gideon v. Wainwright." The year 2013 marks the golden anniversary of the U.S. Supreme Court's landmark ruling in Gideon v. Wainwright (1963), which established a constitutional right to counsel for criminal defendants. A half century later, there remains a compelling need for a reexamination of its legacy, extensions, shortfalls, and long shadow over other areas of law such as immigration and custody disputes. This special Symposium issue of the Yale Law Journal is, in effect, a new and extensive book on this important subject, featuring contributions by internationally recognized legal and political scholars. It is one of the most thorough, detailed, and wide-ranging analyses of the current standing and reach of what may be the Court's most important criminal law decision. The contributors are: Rebecca Aviel, John H. Blume & Sheri Lynn Johnson, Stephen B. Bright & Sia M. Sanneh, Paul D. Butler, Jeanne Charn, Erwin Chemerinsky, Gabriel J. Chin, Martha F. Davis, Ingrid V. Eagly, Roger A. Fairfax Jr., Bruce A. Green, M. Clara Garcia Hernandez & Carole J. Powell, Emily Hughes, Kevin R. Johnson, Neal Kumar Katyal, Nancy J. King, Nancy Leong, Justin F. BOOK OVERVIEWS: The whole landscape of space use is undergoing a radical transformation. In the workplace a period of unprecedented change has created a mix of responses with one overriding outcome observable worldwide: the rise of distributed space. In the learning environment the social, political, economic and technological changes responsible for this shift have been further compounded by constantly developing theories of learning and teaching, and a wide acceptance of the importance of learning as the core of the community, resulting in the blending of all aspects of learning into one seamless experience. This book attempts to look at all the forces driving the provision and pedagogic performance of the many spaces, real and virtual, that now accommodate the experience of learning and provide pointers towards the creation and design of learning-centred communities. Part 1 looks at the entire learning universe as it now stands, tracks the way in which its constituent parts came to occupy their role, assesses how they have responded to a complex of drivers and gauges their success in dealing with renewed pressures to perform. It shows that what is required is innovation within the spaces and integration between them. Part 2 finds many examples of innovation in evidence across the world – in schools, the higher and further education campus and in business and cultural spaces – but an almost total absence of integration. Part 3 offers a model that redefines the learning landscape in terms of learning outcomes, mapping spatial requirements and activities into a detailed mechanism that will achieve the best outcome at the most appropriate scale. By encouraging stakeholders to creating an events-based rather than space-based identity, the book hopes to point the way to a fully-integrated learning landscape: a learning community.

BOOK OVERVIEWS: Both the exponents and critics of neoliberalism assert the dominance of market forces in western nations. The Political Economy of State Intervention calls this into question. Through a re-examination of state intervention in the USA and Britain over the course of the "long depression" (1970-to date), this book argues that the state has performed an increasingly significant role in conserving capital, propping up an economic and social order that has lost its productive dynamism. The specific forms of capital’s dependency on the state may vary, however the underlying weaknesses of mature western economies have prompted new forms of state intervention narrowly aimed at conserving capital, especially in the wake of the financial crisis. The chapters consider factors which are usually posited as explanations for the long depression such as oil price shocks, domestic conditions and technological innovation. The work argues that the consensus view of neoliberalism has served to underplay the significance of the state’s role in failing to lift this long depression in several ways: it has lent a greater ideological coherence to the policies pursued by successive governments than they deserve; the state has been less subordinate to the market than is usually claimed and more often its maker; and there has been a significant growth in jobs located in the private sector that are funded by public money. The cumulative effect of this is a narrowing of the state’s purpose to conserving capital, a role which has contributed to its loss of authority as an institution that claims to represent society as a whole. It is theorised that this, in turn, has led to the insecurities of the existing political order and the rise of populism. This book will be of great interest to students and scholars of political economy, public policy, political theory, economics and sociology.

BOOK OVERVIEWS: Debt Markets and Investments provides an overview of the dynamic world of markets, products, valuation, and analysis of fixed income and related securities. Experts in the field, practitioners and academics, offer both diverse and in-depth insights into basic concepts and their application to increasingly intricate and real-world situations. This volume spans the entire spectrum from theoretical to practical, while attempting to offer a useful balance of detailed and user-friendly coverage. The volume begins with the basics of debt markets and investments, including basic bond terminology and market sectors. Among the topics covered are the relationship between fixed income and other asset classes as well as the differences in fundamental risk. Particular emphasis is given to interest rate risk as well as credit risks as well as those associated with inflation, liquidity, reinvestment, and ESG. Authors then turn to market sectors, including government debt, municipal bonds, the markets for corporate bonds, and developments in securitized debt markets along with derivatives and private debt markets. The third section focuses on models of yield curves, interest rates, and swaps, including opportunities for arbitrage. The next two sections focus on bond and securitized products, from sovereign debt and mutual funds focused on bonds to how securitization has increased liquidity through such innovations as mortgaged-and asset- backed securities, as well as collateralized debt-, bond-, and loan obligations. Authors next discuss various methods of valuation of bonds and securities, including the use of options and derivatives. The volume concludes with discussions of how debt can play a role in financial strategies and portfolio creation. Readers interested in a broad survey will benefit as will those looking for more in-depth presentations of specific areas within this field of study. In summary, the book provides a fresh look at this intriguing and dynamic but often complex subject.

BOOK OVERVIEWS: The author presents substantial case studies of the effect of the abolition of quotas on global trade in this sector. Concentrating mainly on China and Pakistan but also examining India, Indonesia, Vietnam, and seven other Asian T&C manufacturing countries, he contrasts post-abolition reality with pre-abolition predictions of the impact of abolishing quotas, and details the continuing distortion caused by tariffs, non-tariff barriers and through trade remedies such as safeguards and anti-dumping. All of the analysis is supported by the judicious use and interpretation of extensive statistics, compelling arguments, and interviews with entrepreneurs and trade officials in Pakistan (as a case study of a country predicted to be a major beneficiary of quota expiry).

BOOK OVERVIEWS: This book challenges the traditional approach to international law by concentrating on international hThis book challenges the traditional approach to international law by concentrating on international humanitarian law and placing the focus beyond States: it reflects on current legal, policy and practical issues that concern non-State actors in and around situations of armed conflict. With the emergence of the nation-State, international law was almost entirely focused on inter-State relations, thus excluding - for the most part - non-State entities. In the modern era, such a focus needs to be adjusted, in order to encompass the various types of functions and interactions that those entities perform throughout numerous international decision-making processes. The contributions that comprise this volume are oriented towards a broad readership audience in the academic and professional fields related to international humanitarian law, international criminal law, international human rights law and general public international law. BOOK OVERVIEWS: The present book focuses on various issues and threats pertaining to internal security, the various factors and non-state actors creating the threat, the initiatives by the police to strengthen internal security by involving community and how the community participation can strengthen those initiatives by enhancing the community policing measures. The study is focussed on Hyderabad. There are multiple manifestations of internal security which are both implicit and explicit. ‘Communalism’ has been identified as one of the principal threats to internal security with specific reference to Hyderabad. In this background it is highly desirable and required to strengthen ‘community’ to face any eventualities and encourage working and functional partnership with security and law enforcement agencies especially the police forces. Police or community alone cannot manage security concerns. In these globalized times strong partnership between community and police is mandatory. The book based on primary research tries to establish that community policing can be a significant factor in addressing the internal security threats.
